Washington County property tax bills go out annually, with the full amount due by September 30. A second installment option is available, with that payment due by December 31. If you pay early, you may qualify for a discount. Real Property Article § 3-104 requires that taxes be paid before a deed can be recorded in Washington County, so buyers and sellers need to settle any balance at closing.

Washington County gives you several ways to pay your property tax bill. Online payments through washco-md.net accept ACH bank transfers with a convenience fee capped at $1.95. You can also mail a check to Washington County Treasurer, 35 West Washington Street, Suite 102, Hagerstown MD 21740-4868. Many property owners pay through escrow held by their bank or mortgage company. In-person and phone payments are accepted, but credit and debit cards carry a 3.3% surcharge.

Washington County Tax Sale

When a property owner falls behind on taxes in Washington County, the county holds an annual tax sale to collect the debt. This is a public auction of tax liens, not the property itself. A buyer at the sale pays the delinquent taxes owed and receives a lien certificate on that parcel. The original owner still has a right to redeem the property by paying back what was owed plus interest and costs.

Delinquent property taxes in Washington County accrue interest at a rate typically between 1% and 1.5% per month until paid. Tax-Property Article § 8-401 governs the tax sale process in Maryland and sets out the rights of both the certificate holder and the property owner. If the property is not redeemed within the statutory period, the lien holder may petition the court to foreclose the right of redemption. At that point, the property can change hands.

The tax sale list for Washington County is published before the auction date. Buyers who want to participate should check the Washington County government site at washco-md.net for the current year's schedule and list. Property owners who receive a notice of tax sale should contact the Treasurer's Office at 240-313-2110 right away to work out a payment plan or settle the account before the sale date.

Note: Redeeming a tax lien in Washington County requires paying all back taxes, interest, and any legal fees the certificate holder has incurred.

Maryland Land Records for Washington County

Property tax records connect directly to the land record system in Washington County. When a property sells or transfers, that deed gets recorded, and the tax record updates to reflect the new owner. The Maryland Land Records database at mdlandrec.net lets you search Washington County deeds, mortgages, and liens going back many years. This is a key tool if you want to trace ownership history alongside tax data.

Recording fees for Washington County land records fall under Real Property Article § 3-601. The fee is $20 for documents up to nine pages and $75 for anything ten pages or longer. A release of a lien costs $10 under the same statute. If you need a certified copy of a recorded document, Real Property Article § 3-602 sets the cost at $5 per copy. Lenders who hold a security interest in Washington County property must follow Real Property Article § 7-107, which requires the release of a paid-off lien within 45 days.

The Washington County government website has more information on recorded documents and how they tie into property tax accounts. Visiting washco-md.net is a good starting point for both tax and land record questions in western Maryland.

Washington County Assessment Process

SDAT reassesses all Washington County property on a three-year cycle, as required by Tax-Property Article § 2-203. That means roughly one-third of parcels in the county get a new assessment each year, and the phased approach smooths out large swings in tax bills. Assessors use three methods to value property: the sales comparison approach, the cost approach, and the income approach. For most homes, sales comparison carries the most weight.

When SDAT finishes a new assessment for a Washington County parcel, the property owner gets a notice by mail. The notice shows the old value, the new value, and how the change affects the tax bill. Owners who think the number is wrong have a right to appeal. The first step is a hearing with the local Supervisor of Assessments. If that does not resolve it, the owner can go to the Washington County Property Tax Assessment Appeals Board. A further appeal can be taken to the Maryland Tax Court at courts.state.md.us/mdtaxcourt.

Washington County property owners who paid their taxes by July 31, 2025 should be aware of a known software issue. In January 2026, the Treasurer's Office confirmed that a system error prevented the early payment discount from being correctly applied to some accounts for that payment period. If you paid before the July 31 deadline and did not see the discount reflected on your account, contact the Washington County Treasurer's Office at 240-313-2110 or email treasurer@washco-md.net to have your account reviewed.

Tax rates for Washington County are set annually. You can check current rates through the Maryland Department of Budget and Management at dbm.maryland.gov. The full text of Maryland's Tax-Property Article is available at codes.findlaw.com/md/tax-property if you want to read the underlying law. The Maryland General Assembly site at mgaleg.maryland.gov is the official source for all state statutes.

Washington County Tax Credits and Exemptions

Several tax credit programs can reduce the property tax bill for qualifying Washington County residents. The Homestead Tax Credit is the most widely used. It limits how much your taxable assessment can increase from one year to the next, even if the full assessed value goes up sharply. To get this credit in Washington County, you must own and live in the property as your principal residence. You apply once through SDAT, and the credit stays on the account as long as the property remains your primary home.

The Homeowners' Tax Credit is an income-based program that caps how much property tax a household pays relative to its income. Washington County residents who qualify may get a credit that covers part or all of their state and local property tax. Income limits apply, and you must file an application each year through SDAT. Contact the SDAT office using the contact page at dat.maryland.gov/about/Pages/Contact-Us.aspx or call 410-767-1184 to ask about current eligibility thresholds.

Disabled veterans in Washington County may qualify for a full exemption on their primary residence. Maryland law provides this benefit to veterans who have a service-connected disability rated at 100% permanent and total by the VA. Surviving spouses of qualifying veterans may also be eligible to keep the exemption. Applications for this benefit go through SDAT as well.

Note: Homestead Tax Credit applications in Washington County must be filed with SDAT before the credit appears on your tax bill, so apply as soon as you move into a new home.
